Project Overview

San Joaquin County is developing a comprehensive plan to upgrade Airport Way, a critical truck corridor connecting Stockton, Manteca, and major distribution centers.

Airport Way is a vital transportation corridor connecting Stockton, Manteca, and some of San Joaquin County's largest warehousing and distribution centers. The 1.2-mile section between French Camp Road and Roth Road currently handles heavy truck traffic serving the Union Pacific intermodal facility and surrounding logistics centers.

With planned warehouse expansions projected to more than double truck volumes over the next decade, San Joaquin County is developing the Airport Way Precise Plan to ensure the corridor can safely and efficiently serve the community's needs.

Airport Way (within Unincorporated San Joaquin County), between the Manteca city limits at Roth Road and the Stockton city limits approximately 0.2 mile north of French Camp Road.

Airport Way serves as a truck route between the Cities of Stockton, Lathrop, and Manteca, warehousing/distribution/logistics centers to the north and south, the Union Pacific (UP)-intermodal facility south of Roth Road, and the Metropolitan Airport to the north. Many of these facilities are planned for expansion, which is projected to more than double the amount of truck traffic as well as total traffic.

A precise plan is as standalone planning document that provides standards for development for a certain area.

This precise plan will provide improvement recommendations that improve safety along Airport Way and plan for anticipated traffic growth.

  • Coordination with proposed improvements identified in the Roth Road Improvement Study Roth Road Improvement Study (recently completed in 2023) and Roth Road Study Phase 2, which is currently under development.
  • Design concepts for near-term safety improvements along Airport Way
  • An existing conditions analysis on traffic circulation, collision patterns, constraints, and opportunities
  • Evaluation of near-term and long-term future traffic forecasts and operations
  • An environmental analysis of the Project's area to study potential impacts
  • Preliminary cost estimates and potential funding sources
  • A prioritized project list for near-term and long-term improvements


The Final Plan will be released in Spring 2027

Our team will analyze existing traffic patterns, collision data, and roadway conditions, then develop both near-term safety improvements and long-term infrastructure solutions. This includes identifying right-of-way needs, estimating costs, and creating a prioritized funding strategy.

The plan will also include a full environmental analysis to assess potential impacts and ensure responsible development.

The plan is funded entirely by the regional transportation impact fee (RTIF) and local transportation impact fee. Over 90% of the traffic in the corridor is RTIF eligible, allowing for a fully funded project with the potential to be streamlined to be constructed.
